Plutar is the natural enemy of all living things, a cold and cruel villain who lives only to cause decay to plantlife and even animals. Wanted by the Interplanetary Control Force for his crimes against all that lives, Plutar will stop at nothing to evade capture by the authorities, and in particular his longtime sworn enemy, Mandora the Evil Chaser.
